The uscg, abyc, canada and iso all rate capacity for boats under 20 feet (6m) the same way. it is not based on a specific weight of a person such as 150 or 160 pounds. capacity on small boats is based on displacement weight. this is the amount of weight it would take to sink the boat.. I have a v-hull 12' aluminum montgomery ward sea king, though a later model--the capacity plate shows either 4 persons, upto 500 lbs or a total weight including motor, persons and gear upto estimated 777 lbs. hp is 15..
Kinda depends on other things, there shoulod be an allowed weight # or capacity # on the transom, or aft, port. like if the boat says it can hold 6 people, but the weight or load capacity is 600 lbs, they better be some skinny people and leave the motor on the land..
